Considering all the elements to be assessed, a methodological approach was agreed among the partners focusing on the definition of the process and the obstacles encountered. According to the recommendations of the PMG and the European Commission, it was decided that the choices of CNG and Hybrid technologies would enter only when environmental performance requirements would be identified. The study therefore started following a technology neutral approach. In this manner, the process identified could constitute the common basis for all local authorities interested in a common purchase. The tender structure could be integrated afterwards with the local specifications, including the technology of preference.

The analysis considers the various aspects of a common procurement:
  • Identification of common technical specifications of the vehicle to be purchased (the analysis will be based on the standard tender structure developed by UITP)
  • Identification of common specifications for environmental performance (the analysis will be based on the specifications elaborated by LCVP – Low Carbon Vehicles Partnership in the UK)
  • Identification of a common juridical basis  
  • Analysis of homologation compatibility among the countries

At the same time, though, in order to proceed in a pragmatic manner and make the process interesting and ‘tangible’ both for the partners and the followers, the partners agreed to try in concrete a common procurement between the 4 local authorities involved in COMPRO and enlarge it to the followers:

  • Nantes/Semitan
  • SBUV/BSAG
  • Emilia Romagna involving directly ATC Bologna
  • Gatubolaget involving directly the city and/or the PT operator of Goteborg The starting point was to try and buy together 18 metres hybrid buses and 12 metres CNG.
