Considering all the elements to be assessed, a methodological approach was agreed among the partners focusing on the definition of the process and the obstacles encountered. According to the recommendations of the PMG and the European Commission, it was decided that the choices of CNG and Hybrid technologies would enter only when environmental performance requirements would be identified. The study therefore started following a technology neutral approach. In this manner, the process identified could constitute the common basis for all local authorities interested in a common purchase. The tender structure could be integrated afterwards with the local specifications, including the technology of preference. The analysis considers the various aspects of a common procurement:
